1. General assessment of the social and economic situation in the region

From January to September 2016 the growth of production in the region had been observed. The promising investment projects were realized, the population of the region has increased. At the same time the construction volume, retail turnover fell and actual wage of institutional workers has decreased.

2. Industrial production

The industrial production index for the period January – September 2016 made 102%.

2.1.Mining operations

The mining operations’ production index made 106.4%. 9.3 million tonnes of oil are produced (105.5% comparing to the corresponding period of 2015). The production increase is mainly ensured by the implementation of the Uvat project developing the hard-to-reach oil deposits operated by LLC “RN-Uvatneftegaz”. Some measures are taken to optimize the cycle of new wells construction and to prolong the oil equipment operation time. Since the beginning of the year 2016 two new oil deposits are put into operation: Yuzhno-Nyurymskoye, “Surgutneftegaz” company and Zapadno-Epasskoye, “Rosneft” company.

2.2.Manufacturing activities

As for manufacturing activities their production index made 99.7% including:

- rubber and plastics production – 162.7%. The production of polymer pipes and fittings grew by 20.4%. The main manufacturer of these products is CJSC “Sibgazapparat” where the large-scale project of upgrading and increasing of production capacities is carried out;

- chemical production- 127.1%. This growth is mainly due to increase of production of propylene by LLC “Tobolsk-Polymer” as well as of drugs by LLC “Farmasintez-Tyumen” and by OJSC “The Tyumen chemical and pharmaceutical plant”

- vehicles and equipment production- 106%;

- production of electric, electronic and optical equipment- 101.6%. JSC “Tyumen battery plant” and CJSC multiproduct commercial production organization “Alcor” keep on increasing the manufacture of car batteries (growth rate- 111.5%).

- pulp-and-paper production, publishing and printing activities- 102.4%.

The Antipino oil refinery has increased the diesel fuel output by 19.6%.

LLC “Steklotekh” has ensured the production growth of colored and clear glass bottles for drinks and foodstuffs by 61% and 1.8% respectively.

LLC “The Tyumen plywood plant” has extended the output by 7%.

The food manufacturing enterprises have increased the production of cheese- by 39.6%, of cereals- by 39%, of canned meat- by 27.9%, of half-finished cooled meat- by 29.5%, of half-finished frozen meat- by 6.9%, of meat and poultry by-products- by 8.1% and of slaughter animals- by 1.6%.

2.3. Power, gas and water production and distribution

As for power, gas and water production and distribution their production index from January to September 2016 accounts for 100.7%. It is generated 7.9 billion kilowatt-hours of electric power. Heat energy production grew up to 12.6 million gigacalories.

3. Agricultural sector development

Rate of agricultural production in farms of all types for 9 months of 2016 made 48.8 billion roubles (100.1% comparing to the corresponding period of last year).

From January to September 2016 the farms of all types have produced 83.6 thousand tonnes of meat, 402.9 thousand tonnes of milk, 982.8 million eggs.

The large agricultural enterprises have extended the pork output by 3.8%, poultry meat- by 0.5%.

As of October 1, 2016 the farms of all types have increased the head of sheep and goats by 1.2%, of cattle- by 0.9% in comparison with same period of past year.

The average milk yield per cow in farms made 4405 kg (100.02% as compared with the same period of 2015).

In 2016 the cultivation area of plant crops made up 1082.9 thousand hectares. The grain and pulse crops are sown on 696.8 thousand hectares area (100.3% comparing to the year 2015). The agricultural companies and peasant farm enterprises have extended the cultivation area of potato by 1.3%, of vegetables- by 11.4%.

The expected gross yield of grain – 1286 thousand tonnes after the processing, potatoes- 565 thousand tonnes, vegetables- 167 thousand tonnes.

The seed-stock of grain crops for the year 2017 is full. For needs of animal husbandry it is stocked: hay- 135%, haylage- 119%, silage 112% of demanded quantity.

4. Construction

From January to September 2016 the construction companies have performed the works by their own means to the amount of 107.9 billion roubles (105.5% comparing to January – September 2015 period in comparable prices).

The companies of all forms of property including the private developers have supplied 1073.6 thousand square meters of floor area of the apartment houses (744.5 sq. m per 1000 people). The share of single family homes built by the population made 35.7%.

5. Consumer market

From January to September 2016 the retail turnover accounted for 243 billion roubles (93.7% in comparison with the corresponding period of last year in comparable prices). It is sold of goods to the amount of 168.6 thousand roubles per head.

The percentage of foodstuffs including beverages and tobacco goods made up 48.4%, of nonfoods- 51.6% of retail turnover.

Public catering turnover grew by 0.8% in comparable prices and accounted for 16.9 billion roubles.

The paid services are rendered to the population of the region to the sum of 55.4 billion roubles (98.9% comparing to January – September 2015 period in comparable prices), i.e. 38.4 thousand roubles per capita. The most considerable share of paid services have the public services (19.3%), communication (19.5%), transport (12.9%), education (9.6%), personal (9.4%) and health-care services (9%).

6. Foreign trade

According to the information of the Ural customs administration the foreign trade turnover of the Tyumen region (autonomous districts not included) considering the trade between the countries-members of EEC (Eurasian Economic Community) from January to July 2016 made up 1737.9 million US dollars (export- 1346.3 and import- 391.6 million US dollars). Foreign trade surplus accounts for 954.7 million US dollars.

The most exported goods are the fuel and energy (62.6% - customs commodity code 27) which supplies totaled 842.5 million US dollars.

The second place (31% of total export volume) is taken by the chemical products (customs commodity codes 28-40) which supplies totaled 417.4 million US dollars.

The export share of processed wood made 2.2%, metals and metal products- 1.2%; machines, equipment and vehicles- 1.4%.

The goods are mainly exported to Netherlands (32.1% of total export volume), United Kingdom of Great Britain and Northern Ireland (11.3%), Belgium (7.9%), France (6.3%), Turkey (6.2%), Germany (5.3%), Finland (4.7%), Sweden (4.4%).

The most imported goods (75.2%) are the machines, equipment and vehicles (customs commodity codes 84-90), chemical products- 11.2%, metals and metal products- 8%.

Main importing countries- Germany (18.1% of total import volume), Republic of Belarus (7.9%), Italy (7.6%), Netherlands (7%), China (6.6%), USA (4.7%), Republic of Korea (4%).

7. Labour and employment

The unemployment rate (as per methodology of International Labor Organization) for the 3rd quarter of 2016 made 5.1%. As of October 1, 2016 the quantity of officially registered unemployed is 4312 people, level of registered unemployment makes 0.62% of labour force quantity.

The regional labour market tension coefficient is 0.3 persons per vacancy.

According to the preliminary data of Tyumenstat (statistical service) the money income per capita from January to September of 2016 made 26.6 thousand roubles (97.1% as compared to the corresponding period of past year), the effective money income of population is 91.3%.

The average monthly nominal salary for the period January – August 2016 accounts for 37.5 thousand roubles (106% as compared to the corresponding period of 2015). The effective accounted salary made 97.9%.

8. Demography

As of September 1, 2016 the population of the region accounts for 1469.2 thousand people.

The natural population increase from January to August 2016 made up 4.6 thousand people, migration gain- 9.9 thousand people.
