Overall Assessment of the Social and Economic Situation in the Region

The Tyumen Region maintains positive trends in the development of economy and social sphere. The industrial growth was observed in the region in 2018. The investment projects implementation was in progress. The retail turnover grew due to the real wage growth. The population continued to grow in the region.

Industrial Production

For 2018, the industrial production index equaled 110.1% compared to 2017.

The production index by the activity type “Mining” equaled 113.8%. 12.5 mln tons of oil were produced (113.8% compared to 2017).

In the manufacturing sector, the production index amounted to 108.8%, including:

- production of coke and oil products – 115.2%. Production of propane and butane liquefied at the Tobolsk industrial site increased by 7.5%. Diesel production decreased by 9.9%;

- metallurgical production – 114.4%;

- production of pharmaceuticals and materials for medical use – 139.9%;

- production of machinery and equipment – 106.8%. The centrifugal type pumps production decreased by 5.0%, the production of other special-purpose machines grew up by 6.0%;

- production of computers, electronic and optical products – 120.8%;

- production of motor vehicles, trailers and semi-trailers – 105.8%, other vehicles and equipment – 107.4%;

- production of electrical equipment – 99.9%. The production of cable products keep growing – 117.1%. The output of starter automotive batteries decreased by 12.5%;

- wood processing and production of woodware, excluding furniture – 98%. Timber production decreased by 15.7%, plywood production increased by 1.7%;

- manufacture of paper and paper products – 102.5%;

- manufacture of rubber and plastic products – 105.4%. Production of pipes and fittings from polymeric materials increased by 4.1%;

- food production – 105.5%, production of beverages – 101.2%;

- production of chemicals and chemical products – 91.6%;

- production of finished metal products, excluding machinery and equipment – 94.0%;

- production of other non-metallic mineral products – 99.8%. Production of hard bricks (including stones) from cement, concrete or precast stone increased by 9.5%.

The production index for 2018 by the economic activity “Provision of electric energy, gas and steam; air conditioning” amounted to 108.8%. 12.3 billion kW/h of electricity was produced, which is 10.5% more than in 2017. Steam and hot water production increased by 2.1% up to 17.2 mln Gcal.

The production index by the economic activity “Water supply; water disposal, organization of waste collection and disposal, activities on pollution remediation” amounted to 115.6% for 2018.


The volume of agricultural products on farms of all categories amounted to 66.2 bln rubles for 2018 (100.2% compared to 2017 in comparable prices).

The farms of all categories produced 160.4 thousand tons of meat in live weight (109.0% compared to 2017), 539.5 thous. tons of milk (103.9%), 1,526.8 mln eggs (100.3%).

In agricultural organizations, meat production (live weight) increased if compared to 2017 by 16.1%, milk – by 10.0%, egg production – by 0.2%.

As of January 1, 2019, on farms of all categories, if compared with the same date of the previous year, the number of cattle increased by 0.2%, including cows – by 1.4%, pigs by – 2.1%, sheep and goats – by 0.4%.

In agricultural organizations, the number of cows increased by 2.0%, pigs – by 7.8%, the number of sheep and goats decreased by 7.2%.

There is an increase in the productivity of milking herds. The milk yield per 1 cow in agricultural organizations (excluding small businesses) was 6,789 kg in 2018, which was by 6.8% more than in 2017. The egg production of one laying hen decreased by 1.2% and amounted to 328 eggs in 2018.

The gross grain harvest on farms of all categories amounted to 1,340.8 thous. tons (84.4% compared to 2017), yields of 20.0 c/ha were achieved. 435.3 thous. tons of potatoes were harvested at a yield of 221 c/ha, 125.1 thous. tons of vegetables – at a yield of 428 c/ha. In full demand, seeds are piled up for the harvest of 2019 and the forage for animal industry is prepared.


For 2018, organizations engaged in construction activities performed works w/o subcontracting in the amount of 235.1 bln rubles (124.5% by 2017 in comparable prices).

The total area of residential buildings commissioned by organizations of all types of ownership, including individual builders, amounted to 1,344.0 thous. sq. meters (903.0 sq. meters – per 1,000 people of the population). The percent of free-standing residential buildings built by the population was 37.6%.


The investment volume amounted to 218.7 bln rubles for the period from January to September 2018 (122.3% compared to January-September 2017).

The largest investment was directed to industry – 77.2% of the total investment of organizations (excluding small businesses), while the investments to manufacturing enterprises made up 58.9% within the investment structure.

Consumer Market

In 2018, retail turnover amounted to 383.8 bln rubles (106.6% compared to 2017 in comparable prices). Realized goods amounted to 257.9 thous. rubles per capita.

Within the retail trade structure, the ratio of food products, including beverages and tobacco, amounted to 46.7%, non-food products – 53.3%.

In 2018, the retail turnover was formed at 98.2% by trading organizations and individual entrepreneurs operating outside the market.

The public catering turnover amounted to 28.0 bln rubles (104.9% compared to 2017 in comparable prices).

The regional population was provided with paid services amounting to 84.2 bln rubles (101.6% compared to 2017 in comparable prices), 56.6 thous. rubles per capita.

Within the structure of paid services, utilities (19.6%), telecommunications (17.2%), transportation (12.3%), services of the education system (9.5%), medical (8.9%), household (8.8%) and housing services (8.5%) had the highest ratio.

Foreign Trade

According to the Ural Customs Directorate, the foreign trade turnover of the Tyumen Region (excluding autonomous districts) amounted to $4,508.3 mln, taking into account mutual trade with the EAEU countries, for January-November 2018 (exports – $3,094.8 mln, imports – $1,413.5 mln). The foreign trade surplus amounted to $1,681.3 mln.

Within the export structure, fuel and energy sector goods (27th group on the Foreign Economic Activity Commodity Classification) had the highest ratio (69.4%) – mainly diesel fuel, liquefied hydrocarbon gases, which amounted to $2,147.0 mln in terms in value.

The second place (27% of the total export) took chemical industry products (goods of 28-40 groups on the Foreign Economic Activity Commodity Classification) – particularly organic chemical compounds and polypropylene. In January-November 2018, these products amounting to $835.4 mln were exported.

The export share of woodwork products (plywood, plank timber) was 1.4%; machinery, equipment and vehicles – 1.3%; food products and agricultural raw materials (excluding textile) – 0.5%.

The main export goods were supplied to the Netherlands (24.2% of total exports), France (14.5%), the United Kingdom (8.3%), Sweden (7.1%), Belgium (6.4%), Poland (5.8%), the Republic of Belarus (5%), Germany (5%), Finland (4.5%), the USA (3.8%), Latvia (3.2%) and Kazakhstan (2.5 %).

Within the commodity structure of imports, machinery, equipment and vehicles (goods of 84-90 groups on the Foreign Economic Activity Commodity Classification) had the highest ratio (77.3%). Metals and metalware accounted for 14.1%, chemical-industry products – 5.7%.

The major importing countries: Germany (38.7% of total imports), the Republic of Korea (11%), China (7.9%), Italy (4.1%), the USA (4.1%), France (3.6%) Belgium (3.1%), Romania (2.4%), the Netherlands (2.4%), Switzerland (2.3%), Poland (2.1%).

Work and Employment

The unemployment rate (according to the ILO methodology) was 4.3% for the period   from October to December 2018. As of January 1, 2019, the number of officially registered unemployed people is 4,200 people; the level of registered unemployment accounts for 0.59% of the workforce size.

The tension coefficient on the regional labor market is 0.2 person per 1 vacancy.


The population of the region exceeded 1.5 mln people for the first time in 2018 and, according to the preliminary data of Russian Federation Federal State Statistics Service, amounted to 1,518.4 thous. people as of January 1, 2019, with an increase by 19.6 thous. people within a year (as of January 1, 2018 the population amounted to 1,498.8 thous. people).

The natural population growth equaled 4,266 people for January-December of 2018, the migration gain – 14,793 people for the period from January to November 2018.
