The Major Outcomes of the Social and Economic Development of the Tyumen Region (excluding autonomous districts) in 2019

General assessment of the socio-economic status of the region

In 2019, positive dynamics were observed in the main sectors of the regional economy – industry, agriculture, retail trade and services to the general public.

Industrial Production

In 2019, the industrial production index was 108.1% compared to the 2018 level (102.4% in the Russian Federation).

The growth rate of manufacturing reached 114.9% (102.3% in the Russian Federation). The highest growth rate was registered in the production of:

- chemicals and chemical products (189.7% compared to 2018 level);

- finished metal products (126.1%);

- medicines and materials used for medical purposes (120.5%);

- coke and petroleum products (114.6%);

- vehicles, trailers and semi-trailers (113.0%);

- rubber and plastic products (108.7%);

- other non-metallic mineral products (107.7%);

- paper and paper products (105.0%).

The industrial production index for mineral extraction is 99.1% compared to 2018 level (103.1% in the Russian Federation).

As for electric power, gas and steam supply, and air conditioning, the industrial production index reached 103.1% (100.4% in the Russian Federation);

The index of water supply, water disposal, waste collection and disposal, pollution control reached 102.2% (99.7% in the Russian Federation);

Agriculture

In 2019 agricultural products worth 71.0 billion rubles were produced, the industrial production index was 103.3% by 2018 in a comparative estimate (104.0% in the Russian Federation).

In the structure of agricultural production, livestock products accounts for 62.6% and crop farming for 37.4%. The livestock production index was 103.5% compared to 2018 level (101.6% in the Russian Federation), while the crop farming index was 102.9% (106.1% in the Russian Federation).

In 2019 farms of all categories produced 166.0 thousand tonnes of meat in terms of live weight (103.6% by 2018), 558.1 thousand tonnes of milk (102.8%), 1,579.5 million eggs (103.5%).

Production of meat (in live weight) by agricultural companies increased by 6.7%, production of milk – by 6.5%, production of eggs – by 3.5%.

There is also increase in the level of productivity of animals. The milk yield per cow in agricultural organizations (without small businesses) in 2019 was 7,073 kg, which is 3.1% more than in 2018. Egg-laying capacity per hen increased by 0.9% and amounted to 331 eggs.

Gross yield of grain and pulse crops in farms of all categories amounted to 1,481.6 thousand tons (110.5% by 2018). 410.1 thousand tons of potatoes were harvested with yield of 220 dt/ha, 132.1 thousand tons of vegetables with yield of 404 dt/ha.

Construction

In 2019 the construction scope amounted to 222.4 billion rubles. A total of 1,575.2 thousand square meters of housing was commissioned (116.5% compared to 2018 level, in the Russian Federation — 104.9% compared to 2018 level), which accounts for 1,044.1 square meters of new accommodation space per 1,000 people (1.9 times higher than Russian average rate: 546.9* square meters per 1000 people). Housing constructed by individuals accounts for 33.1% of overall commissioning (521.8* thousand square meters).

Investments

In January—September 2019 the amount of investment in fixed capital amounted to 224.0 billion rubles. The largest amount of investment was directed to the manufacturing sector, accounting for 76.8% of the overall amount of investment made by companies (excluding small businesses). 61.2% of all investments were made in manufacturing industry.

The amount of investment per head in January—September 2019 amounted to 148.5 thousand rubles – 8th place among the constituent entities of the Russian Federation and 1.9 times higher than Russian average rate (78.0 thousand rubles in the Russian Federation).

Consumer Market

In 2019, 402.1 billion rubles worth of goods were sold to the population (101.5% compared to 2018 in comparable prices). 266.5 thousand rubles worth of goods were sold per head (228.4 thousand rubles in the Russian Federation). According to this rate, in January—November 2019 the region ranked 6th place among the constituent entities of the Russian Federation.

In 2019 the population was provided with chargeable services worth 93.3 billion rubles (100.2% compared to 2018 in comparable prices). It accounts to 61.8 thousand rubles per head (68.7 thousand rubles per head in the Russian Federation).

Foreign Trade

In January—November 2019, according to the data provided by the Urals Customs Directorate, the foreign trade turnover, taking into account mutual trading with the EAEU countries, amounted to 3,516.3 million US dollars (exports —1,720.5 and imports — 1,795.8 million US dollars). The negative balance of foreign trade amounted to 75.2 million US dollars.

In export, the largest share (62.1%) accounted for by fuel and energy industry products (group 27 of CN FEA): mainly diesel fuel and liquefied hydrocarbon gases, the supplies of which in value terms amounted to 1,068.9 million US dollars.

The second largest group (30.4% of export) was products of chemical industry (groups 28–40 of CN FEA): mainly organic chemicals and polypropylene. 522.4 million US dollars worth of such products were exported in January—November 2019.

The share of machinery, equipment and vehicles export reached 4.0%, of woodworking products (glued wood, sawn wood) – 1.5%, of food products and agricultural raw materials (excluding textiles) – 1.2%.

The main export deliveries were made to the Netherlands (18.2% of the total export volume), Great Britain (9.6%), Poland (8.9%), Belgium (8.0%), Sweden (8.0%), Finland (6.8%), Germany (6.4%), France (6.2%), Estonia (4.7%), Latvia (3.9%), USA (3.3%), Kazakhstan (2.9%).

In import, the largest share (61.3%) accounted for machinery, equipment and vehicles (groups 84–90 of CN FEA). High volumes of machinery and equipment imports are largely related to the implementation of large-scale investment projects in the region. The share of imported metals and metal products was 28.7%; of chemical products – 7.8%.

The main import supplies of goods were made from China (33.6% of the total import volume), Germany (19.4%), Italy (12.1%), Republic of Korea (9.1%), France (3.4%), India (2.6%), USA (2.3%).

Labor and Employment

The level of unemployment (according to ILO methods) in October–December 2019 amounted to average 3.8% (4.6% in the Russian Federation). The level of registered unemployment as of 01/01/2020 reached 0.59% of the workforce (0.9% in the Russian Federation as of 01/12/2019). As of 01/01/2020, the tension coefficient on the regional labor market is 0.2 persons per vacancy.

Population

As of January 1, 2020 the population of the region amounted to 1,537.7 thousand people (preliminary estimate of Rosstat (Russian Federal State Statistics Service).

In absolute terms of natural growth (January-November 2019) and migration growth (January-October 2019) the region is among the top ten leading regions.
