Tyumen Region Social and Economic Situation: Overall Assessment
In the Tyumen Region, 2020 industrial production rates increased up to 121.5% on this of 2019 in comparable prices. Manufacturing industries influenced greatly the industry performance (151.7% compared to 2019). Investment projects are still being implemented mainly directed to the manufacturing sector. From January to November 2020, real accrued wages amounted to 100.8% compared to the period of 2019. As of 01.01.2021, there are 1,542,500 people in the region according to preliminary data from Rosstat. It is more than it was in early 2020 by 5,100 people.
The industrial production index for 2020 amounted to 121.5% compared to 2019 (in the Russian Federation, the average was 97.1%).
The growth of manufacturing industries was 151.7% (in the Russian Federation, the average was 100.3%). The highest growth rates in the sector were noted in following manufactures:
- chemicals and chemical products (244.3% compared to 2019);
- rubber and plastic products (133.3%);
- coke and oil products (126.0%);
- furniture (114.9%);
- other vehicles and equipment (114.5%);
- computers, electronic and optical products (113.4%);
- machinery and equipment not included in other groups (108.6%);
- other finished products (105.2%).
The growth of minerals extraction was 90.3% compared to 2019 (in the Russian Federation, the average was 93.0%). A decrease in crude oil production (up 89.6% on the same of 2019) due to the agreement with OPEC countries on limiting oil production volumes impacted this rate.
Electrical energy, gas, steam, and air conditioning provision rate was 95.6% (in the Russian Federation, the average was 97.5%).
The output in water supply, sewerage, waste collection and disposal, and eliminating pollution was 136.0% (in the Russian Federation, the average was 96.2%).
In 2020, agricultural products output totaled 73.1 billion rubles, and the production index was up 96.5% on this of 2019 (in the Russian Federation, the average was 101.5%).
In the structure of agricultural production, 63.8% are represented by livestock products and 36.2% go to crop production.
Livestock industry production index amounted to 100.2% (the RF average was 102.0%), and crop farming production index was 90.8% (the RF average was 101.0%).
In 2020, farms of all categories produced 166.9 thousand tons of meat in live weight (up 100.5% on this of 2019), 564.0 thousand tons of milk (101.2%), and 1,559.4 million eggs (the growth is 98,6%).
In agricultural organizations, there was an increase by 4.2% in milk production and by 2.3% in meat production in live weight compared to 2019. Eggs production decreased by 1.7%.
The productivity of animals is found rising. In 2020, in agricultural organizations (excluding small businesses), milk yield per a cow amounted to 7,662 kg (up 104.3% on this of 2019), the egg production reached 332 eggs by a layer hen (up 100.3% on this of 2019).
The gross harvest of grain and leguminous crops in farms of all categories amounted to 1,357.1 thousand tons (up 91.6% on this of 2019). The yield comprised 19.9 centners per a hectare. 321.7 thousand tons of potatoes (up 78.4% on this of 2019) and 126.8 thousand tons of vegetables (up 96.0% on this of 2019) were harvested. The yield reached 185.9 centner/ha and 375.6 centner/ha correspondingly.
In 2020, the volume of civil construction work estimated 167.5 billion rubles (up 74.2% on this of 2019, and the RF average was up 100.1% on the same of 2019).
In 2020, a total of 1,582.0* thousand sq. m of housing was commissioned (up 98.0%* on this of 2019, and the RF average was up 98.2%*). Per 1000 people, the housing delivery was 1,035.3* sq. m. It is 1.9 times higher than the national average, which is 549.0 * sq. m per 1000 people. The share of housing built by the population amounted to 38.7% of the total delivery (612.1* thousand sq. m).

From January to September 2020, the volume of investments reached 206.5 billion rubles (up 86.4% compared to the same period of 2019).
The performance was negatively influenced by investment level dropped in the production of chemicals and chemical products (up 61.4% compared to January - September 2019) and mining (up 84.2%).
Of all investments of organizations (excluding small business subjects), the largest part (66.3%) was directed to the production. Investments in manufacturing industries amounted to 50.2%.
From January to September 2020, investments per capita in the Tyumen Region are 1.7 times higher than the national average, 135.1 thousand rubles and 81.2 thousand rubles correspondingly. For this period, it is the 11th result among the Russian Federation subjects.
In 2020, freight turnover of organisations road transport (excluding small business subjects) hit 1,530.4 million ton-km. In comparison with 2019, it decreased by 0.9%.
The passenger turnover of public road transport (including individuals carrying passengers on a commercial basis) hit 1,144.8 million passenger-km. In comparison with 2019, it decreased by 34.1%.
Foreign Economic Activity
In 2020, according to the Ural Customs Administration, foreign trade turnover including mutual trade with the EAEU countries amounted to USD 2,073.5 mln (USD 476.1 mln for export and USD 1,597.4 mln for import). The negative external trade balance reached USD 1,121.3 mln.
In the export structure, the largest share (44.9%) was occupied by the chemical industry products (goods of 28-40 groups of TNVED), first of all, organic chemical compounds and polypropylene. In 2020, these products were exported in the amount of USD 214 mln.
The second largest export group (27.1% of total exports) was goods of fuel and energy complex (group 27 of the TNVED), mainly diesel fuel and liquefied hydrocarbon gases. In 2020, these products were exported in the amount of USD 129.1 mln.
As for other export shares, 11.4% are occupied by machinery, equipment, and vehicles export, 7.6% are occupied by woodworking products (plywood, lumber), and 4.7% are occupied by food products and agricultural raw materials (except for textiles).
The goods were mainly exported to the Netherlands (20% of total exports), Poland (19.2%), Finland (11.9%), Kazakhstan (10.7%), Germany (7.7%), Belgium ( 5.4%), Sweden (3.4%), Uzbekistan (3.1%), the USA (2.5%), and the United Arab Emirates (2%).
As for the import structure, the largest share (75.2%) was occupied by machinery, equipment, and vehicles (goods of groups 84-90 TNVED). The share of metals and metal products accounted for 11.5%, and chemical products share reached 10.2%.
The goods were mainly imported from China (24.3% of total imports), Germany (19.6%), Italy (15.3%), the Republic of Korea (7.9%), India (4.7%), the USA (4.6%), the Netherlands (3.4%), France (2.9%), and Belgium (2.7%).
Labor and Employment
In October - December 2020, the average unemployment rate in the region (according to the ILO methodology) hit 4.9% (the RF average is 6.1%).
As of 01.01.2021, registered unemployment rate was 2.76% of the labor force (the RF average is 3.7%). The proportion in the regional labor market was 0.72 people per a vacancy.
Social standard of living
From January to November 2020, the average monthly nominal accrued wages amounted to 49,130 rubles (up 104.0% on the same of the last year), and real wages were up 100.8% on the same of the last year (the RF average is 102.2%).
In January - September 2020, the average per capita monetary income of the population in nominal terms decreased by 0.2% compared to the same of the last year and amounted to 30,400 rubles. The real monetary income of the regional population amounted to 98.0% (the RF average is 96.4%).
In 2020, goods sold to the population summed 416.4 billion rubles (up 100.8% compared to 2019). Goods sold per capita amounted to 272,500 rubles (the RF average is 228,600 rubles). According to this indicator, the Tyumen Region placed the 6th among the Russian Federation subjects.
At the end of 2020, public catering turnover reached 25.6 billion rubles (up 84.9% compared to 2019).
Paid services rendered to the population estimated 85.9 billion rubles (up 86.8% compared to 2019). Per capita services were rendered for 56,200 rubles (the RF average is 59,600 rubles).
In 2020, among the types of services that occupy more than 5.0% in the structure of paid services to the population, the growth rate in comparable prices decreased for the following of them: 76.2% in the education system services (8.5% of the total), 79.6% in transport services (10.2%), 85.2% in medical services (9.6%), 86.6% in consumer services (9.1%), and 94.6% in telecommunications services (18.8%).
At the same time, housing services increased by 101.8% (10.3% of the total), and utilities increased by 101.0% (22.0% of the total).
As of 01.01.2021, the regional population amounted to 1,542.5 thousand people (according to Rosstat preliminary estimates). It is more by 5,119 people in comparison with the beginning of 2020. In terms of the 2020 total population growth (taking into account migration growth), the region ranks 2nd among the Ural Federal District subjects and 11th among the Russian Federation subjects.
In 2020 (according to Rosstat current data), a natural population decline of 20 people is noted in the region.
The migration growth in January - November 2020 estimated 5,345 people. In terms of the absolute value of migration growth, the region is among the top ten leading regions.
