Overall assessment of social and economic situation in the region

As of the end of H1 2021, industrial production growth is observed in Tyumen Region (110.6% of the level of H1 2020 in comparable prices). The industry dynamics is mostly driven by the processing industries (122.4% of the level of H1 2020). Implementation of investment projects is in progress, with the highest amounts invested in the manufacturing sector. There is positive dynamics in the consumer goods and retail, manifested in growth of retail trade turnover and scope of fee-based services rendered to the population. As of 01.06.2021, the population of region amounted to 1,547.4 thousand people, which is an increase by 4 thousand versus the beginning of 2021.

Industrial production

Industrial production index in January-June 2021 amounted to 110.6% of the level of January-June 2020.

The growth of “processing industries” amounted to 122.4% (in the Russian Federation 106.4%). The highest growth rates in the sector are observed in production of:

- chemical substances and chemical products (172.7% of the level of January-June 2020);

- medicines and materials used for medical purposes (177.0%);

- furniture (154.8%);

- paper and paper products (143.1%);

- electrical equipment (131.8%);

- repair and installation of machinery and equipment (129.2%);

- rubber and plastic products (124.2%);

- wood processing and making of wood and cork products (112.7%);

- metallurgical (106.7%);

- other non-metal mineral products (105,7%).

In “Mineral extraction” – 92.8% vs. January-June 2020 (in the Russian Federation 100.0%) due to the reduction in crude oil production (92.7% of the level of January-June 2020) under agreement with OPEC countries on limitation of oil extraction volumes.

In “Supply of electrical energy, gas and steam; air conditioning” – 104.4% (in the Russian Federation 108.6%).

In “Water supply; water discharge; waste collection and disposal efforts, pollution elimination efforts” – 180.1% (in the Russian Federation 121.9%).

Agriculture

Agricultural production volume in all categories of farms in January-June 2021 amounted to RUB 27.1 billion (102.4% of the corresponding period of 2020 in comparable prices).

In January-June 2021, farms of all categories produced 70.6 thousand tons of meat in live weight (103.6% of January-June 2020), 276.1 thousand tons of milk (100.2%), and 782.6 million eggs (100.4%).

In agricultural organizations, production of milk and meat (in live weight) has increased versus January-June 2020 by 2.2% and 4.5%, respectively; production of eggs by 0.4%.

Growth is observed in productivity of cows in agricultural organizations (excluding small enterprises). Milk yield per 1 cow in January-June 2021 has amounted to 4,082 kg (105.1% of same period last year). Egg yield of laying hens amounted to 163 (99.4% of January-June 2020).

Construction

Scope of construction works in January-June 2021 amounted to RUB 58.8 billion (80.7% of January-June 2020 in comparable prices).

In January-June 2021, 512.6 thousand sq. m residential areas were commissioned (332.8 sq. m per 1,000 people), including residential houses built on land plots intended for gardening. The share of residential areas built by the population amounted to 71.6% from total commissioned area (366.8 thousand sq. m).

Investment

In January-March 2021, the scope of investment amounted to RUB 37.5 billion (54.7% of January-March 2020).

In the investment structure, investments in the manufacturing sector continue to account for a high share. The share of industry in the investment structure of organizations (excluding small enterprises) in 2020 amounted to 43.0%.

In terms of investment volume per head, in January-March 2021 Tyumen Region exceeds the Russian average by 14% – RUB 24.4 thousand and RUB 21.4 thousand, respectively.

Transport

Cargo turnover of road transport of organizations (excluding small enterprises) in January-June 2021 amounted to 610.0 million ton-km, going down by 18.6% vs. January-June 2020.

Passenger turnover of common road transport (including individuals performing commercial transportation of passengers) in January-June 2021 amounted to 607.9 million passenger-km, increasing by 14.4% vs. January-June 2020.

Foreign economic activity

In January-May 2021, according to the data of the Ural Customs Administration, the foreign trade turnover amounted to USD 734.8 million, including mutual trade with EAEU countries (export – USD 325.45 million, import – USD 409.36 million).

In the export structure, chemical industry products (TN VED groups 28-40) accounted for the largest specific weight (68.0%). In January-May 2021, USD 221.2 million worth of these products was exported.

In second place (11% of all export) are products of the fuel and energy sector (TN VED group 27). In January-May 2021, USD 35.7 million worth of these products was exported.

Share of export of machinery, equipment and vehicles is 6.9%, wood processing products (glued plywood, sawn timber) – 6.0%; food products and agricultural feedstock (excluding textile) – 3.9%; metals and metal products – 3.3%.

Major export deliveries are made to China (12.9% of the total export volume), Turkey (12.5%), Kazakhstan (10.0%), the Netherlands (9.6%), Morocco (7.6%), Finland (6.8%), Germany (6.0%), Belgium (4.4%), Poland (4.0%), South Africa (2.7%), Italy (2.6%), Uzbekistan (2.1%), Norway (1.9%), the US (1.6%), the UAE (1.6%), Jordan (1.4%), France (1.4%).

In the commodity composition of import, machinery, equipment and vehicles (TN VED group 84-90) accounted for the largest specific weight (66.7%). The share of chemical industry products was 20.5%, metals and metal products – 8.9%.

The main imports of goods were made from the US (18.2% of the total volume of imports), Italy (14.5%), Germany (13.9%), China (8.9%), France (6.8%), the Netherlands (6.3%), the Republic of Korea (5.3%), India (4.6%), Canada (2.3%), Belgium (2.2%), Ukraine (2.2%), Great Britain (2.0%), Kazakhstan (1.9%), Latvia (1.5%).

Labor and employment

The unemployment rate (based on ILO methodology) amounted to 4.7% on average in January-June 2021 (in the Russian Federation 4.9%).

Level of registered unemployment as of 01.07.2021 amounted to 1.12% of the total workforce headcount (in the Russian Federation 1.6%). Regional labor market tension coefficient as of 01.07.2021 amounted to 0.38 persons per 1 vacancy.

Social living standards

Average monthly nominal accrued salary in January-May 2021 amounted to RUB 53.6 thousand (104.2% vs. the same period last year), real salary – 99.5% to the same period last year (in the Russian Federation 103.0%).

The average monetary income of the population per head in January-March 2021 in face value increased by 0.9% compared to the same period last year and amounted to RUB 29.6 thousand; the real monetary income of the entire population of Tyumen Region amounted to 96.8% (in the Russian Federation 97.2%).

Consumer market

In January-June 2021, RUB 214.0 billion worth of goods were sold to the population (107.5% of January-June 2020 in comparable prices). RUB 138.9 worth of goods per head was sold (in the Russian Federation – RUB 123.5 thousand).

RUB 62.0 billion worth of fee-based services were rendered to the population (143.5% of January-June 2020 in comparable prices). RUB 40.2 thousand worth of services per head were rendered (in the Russian Federation – RUB 35.8 thousand).

In January-June 2021, among the types of services accounting for more than 5% of the structure of fee-based services rendered to the population, growth is observed in comparable prices, mainly under effect of the low base of 2020: for household services – 116.0% (share – 7.4%), transport services – 4 times (share – 25.9%), education services – 133.5% (share in total services – 6.9%), medical services – 127.1% (share – 8.2%), telecommunications services – 102.3% (share – 13.1%), housing and utility services – 103.2% and 110.4%, respectively (share in the total volume of services – 7.3% and 20.6%).

Demography

As of 01.06.2021, the population of region amounted to 1,547.4 thousand people, which is an increase by 4 thousand versus 01.01.2021.

In January-June 2021 (according to up-to-date Federal State Statistics Service data), the natural decline in the population in the region amounted to 340 people.

The migration-based increase in January-May 2021 amounted to 4,496 persons.
