20 September 2017

Vice Governor of the region Vadim Shumkov and Member of Executive Board of PJSC LUKOIL, Senior Vice President of Oil and Gas Production of the company Azat Shamsuarov signed a cooperation agreement between the Tyumen region and LUKOIL at VIII Oil & Gas Forum which is taking place in Tyumen now.

The agreement will help to increase the efficiency and transparency of the access of products of the Tyumen region enterprises to purchases for PJSC LUKOIL and its affiliates for the purpose of attracting domestic producers to participate in the import substitution program and the development of new high-tech equipment.

Azat Shamsuarov said that all the initiatives that had been announced by the government of the Tyumen region more than 10 years ago yielded results by now.

“These are both the creation of clusters and the attraction of additional structural investments. Today we buy the product of the initiative of the government, we have risen from negligibly small volumes to the level of purchases valued at one and a half billion rubles in 2016, in 2017 the sums will be even higher” - Azat Shamsuarov emphasized.

LLC LUKOIL-West Siberia participates in the exchange of contacts with Tyumen manufacturers, purchases their equipment and uses existing activities of the State support.
The companies that produce oil and gas liquids in the Tyumen region, Khanty-Mansisk and Yamalo-Nenets Autonomous Districts, receive compensation from the regional budget: 5% of the cost of ordered and paid-up equipment and other material resources produced at the enterprises that are registered and have production facilities in the Tyumen region.

According to Governor Vladimir Yakushev, Tyumen enterprises have done a lot for the replacement of some niches in the industrial production, among other things through partnership with large oil and gas companies. Regional industry is now implementing 41 projects aimed at production release for the needs of the oil and gas sector in the directions fixed in the federal plans for import substitution. In total, regional enterprises substitute 113 items of the import production.
