The Infrastructure Development Agency of the Tyumen region signed agreements with four potential investors at the last Tyumen Oil and Gas forum, including such companies as Alt-Invest group of companies, MKS group of companies, Ural NPO Service company, and manufacturing enterprise Ognivo-Media, being the representative of the French production company Group LeblancGroup.
The parties agreed on the possibility of localization of projects in the industrial parks of the region, moreover, the agreement with Alt-Invest group of companies formalizes the joint intentions of the parties on the development of investment potential of the Tyumen region and the attraction of promising investors and projects.
“One of our main goals is to keep the pace of the investment development in the context of growing competition for the investor's attention. Today, industrial parks are a universal component of a regional ecosystem. They are the most effective tool enabling us to retain the leading position in the National rating of investment climate and to work out new forms of business support to provide the necessary level of competitiveness of the region as an investment platform,” said Alexander Moor, Governor of the Tyumen region, regarding the results of the Agency's work in the context of TNF-2018.
According to Andrey Senov, Commercial director of Alt-Invest group of companies, one of the largest investment advisers in Russia, the partnership with the Infrastructure Development Agency of the Tyumen region opens new investment possibilities before the company's clients: “For us, this agreement became yet another step to the creation of a wide network of partnerships across entire Russia; such a cooperation allows us to quickly understand the specific nature of business for companies of this particular region and apply knowledge and skills of our experts as precisely and individually as possible”.
“For a long time, we considered the Tyumen region as the strategic region with distributed generation facilities being in high demand by the business. We are ready to open our representative office here, recruit the staff of engineers, and eventually open our own power equipment manufacturing plant”, describes the possibilities of cooperation Alexander Karpov, Head of the Moscow representative office of MKS group of companies. The company dominates the small-scale distributed energy field.
Ognivo-Media company also plans to consider the possibility of opening a manufacturing plant within the territory of the region: “We consider Tyumen as a good logistic platform for localization allowing us to effectively cooperate with the northern regions and, eventually, with Kazakhstan and China. In addition, the region offers a range of advantages for the infrastructural support of investment projects”, – says Maria Kruglova, Director General.
Ural NPO Service plans to become one of the first residents of the industrial incubator under construction at the platform of Bogandinsky industrial park. “We consider the industrial incubator to be a transitional stage of the project's localization. It would enable us to begin production before our own workshops are finished and so minimize the company's costs in the process of organization of new production. Moreover, we'll be able to use the base of the technological access center to train our staff”, says Olga Krylova, Deputy Finance Director of Ural NPO Service.
Olga Romanets, Director of the Infrastructure Development Agency of the Tyumen region, specified for her part that these agreements formalize the intents and define the directions for cooperation, but the companies still have to undergo all legal procedures for obtaining the resident status: “The maximum wide range of business support offered by the Tyumen region is concentrated and being effectively applied within the platforms of the parks. After the companies obtain the industrial park resident status, we are ready to provide them with the land lease with the costs among the lowest in the entire country, and loans at zero percent per annum; in addition, they can take advantage of tax benefits, assistance in the purchase of equipment and reimbursement of the leasing costs”.
