Main activity directions of Main Legal Department of the government of Tyumen region

1. To support legally the legislative activity of the Tyumen Region Government providing the Governor and the Government of the Tyumen Region exercise the right to introduce legislative initiative to the Tyumen Regional Duma, namely:

- to ensure a unified and agreed-upon legal position of the Tyumen Region Government and the Tyumen Regional Duma;

- to prepare draft laws of the Tyumen Region according to the instructions of the Tyumen Region Governor or ex officio relying on the monitoring of changes in federal and regional legislation;

- to carry out legal expertise of the Tyumen Region draft laws submitted by the Governor or the Government of the Tyumen Region to the Tyumen Regional Duma as legislative initiative and prepare opinions on whether they comply with federal and regional legislation and the rules of legal writing;

- to carry out anti-corruption expertise of the Tyumen Region draft laws submitted by the Governor or the Government of the Tyumen Region to the Tyumen Regional Duma as legislative initiative;

- to prepare opinions on whether the Tyumen Region laws introduced to the Tyumen Region Governor for signing and promulgation comply with the applicable legislation;

- according to the instructions of the Tyumen Region Governor, to prepare opinions on federal bills and draft regulatory acts proposed by the President of the Russian Federation, the Government of the Russian Federation, or other federal government bodies;

- to coordinate the preparation of draft laws by the Tyumen Region executive bodies;

- to interact with the Tyumen Regional Duma on the legislative activity and the legislative process issues;

- to interact with committees of the Tyumen Regional Duma, the Tyumen Regional Duma Standing Commission, and the Tyumen Regional Duma administration on issues considered at meetings of these bodies;

- to participate in meetings of the Tyumen Regional Duma, its committees or the Standing Commission, as well as to interact with other government bodies of the Tyumen Region when considering issues attributed to the powers of the Main Legal Department;

- to be involved in the work of the Tyumen Regional Duma working teams and commissions, including the preparation of regulatory and non-regulatory acts of the Tyumen region.

2. To carry out legal expertise of the draft resolutions and orders of the Governor or the Government of the Tyumen Region and orders of the Tyumen Region executive bodies (when approving administrative regulations), and prepare opinions on whether they comply with federal and regional legislation and the rules of legal writing, as well as endorse them in accordance with the Regulation of the Tyumen Region Government.

3. To carry out anti-corruption expertise of draft resolutions proposed by the Governor or the Government of the Tyumen Region and orders of the Tyumen Region executive bodies (when approving administrative regulations) simultaneously with legal expertise of the same.

4. To prepare regulatory and non-regulatory acts of the Governor or the Government of the Tyumen Region according to the instructions of the Tyumen Region Governor or ex officio.

5. To coordinate the activities of legal services of the Tyumen Region executive bodies when preparing draft regulatory acts of the Governor or the Government of the Tyumen Region, to carry out activities aimed at improving the quality of legal work of the Tyumen Region executive bodies.

6. To prepare opinions on whether the draft contracts (agreements) where one of the parties is the Tyumen Region or the Government of the Tyumen Region comply with the applicable legislation.

7. To register the contracts (agreements) where one of the parties is the Tyumen Region or the Government of the Tyumen Region and to keep an archive of the originals of such contracts (agreements) signed.

8. To prepare opinions on whether the draft powers of attorney issued by the Governor or the Government of the Tyumen Region comply with the legislation.

9. To register originals of the powers of attorney issued on behalf of the Governor or the Government of the Tyumen Region and to keep an archive of copies thereof.

10. To represent and protect the interests of the Tyumen Region, the Tyumen Region Governor, and the Tyumen Region Government in courts and law enforcement agencies as set by the Regulation of the Tyumen Region Government.

11. According to the instructions of the Tyumen Region Governor, to prepare draft statements, petitions, and other documents to be sent to the courts and law enforcement agencies.

12. To coordinate the activities of legal services of the Tyumen Region executive bodies when representing the Tyumen Region, the Tyumen Region Governor, and the Tyumen Region Government in courts and law enforcement agencies as set by the Regulation of the Tyumen Region Government.

13. According to the instructions of the Tyumen Region Governor, to prepare draft responses based on the consideration of procuratorial actions.

14. To approve draft responses prepared by the Tyumen Region executive bodies based on the consideration of the conclusions (expert opinions) of the justice authorities on the regulatory acts of the Governor or the Government of the Tyumen Region.

15. To provide citizens with free legal aid since being the authorized body in this area.

16. To monitor changes in the system of federal regulatory acts and laws of the Tyumen Region.

17. To carry out a revision of the regulatory acts proposed by the Governor or the Government of the Tyumen Region in order to identify provisions that do not comply with federal and regional legislation, as well as outdated or inapplicable provisions.

18. To prepare proposals for the development of draft resolutions and orders of the Governor or the Government of the Tyumen Region on changing or invalidating the resolutions and orders of the Governor or the Government of the Tyumen Region that do not comply with the law, including the results of federal regulatory acts monitoring and revision of regulatory acts of the Governor or the Government of the Tyumen Region.

19. According to the instructions of the Tyumen Region Governor, to support legally the activities of advisory and consultative bodies of the Tyumen Region Governor by organizing their meetings and preparing minutes and other necessary documents.

20. According to the instructions of the Tyumen Region Governor, to consider proposals and appeals of police units and to prepare opinions thereon.

21. To prepare proposals for the formation and improvement of the legislation of the Tyumen Region as a constituent entity of the Russian Federation.

22. To facilitate the appointment of the heads of legal services within the Tyumen Region executive bodies, as well as to prepare proposals on legal services activities, including those concerning the staff, and submit them to the heads of the Tyumen Region executive bodies for consideration.

23. To provide the Tyumen Region executive bodies with advisory assistance on legal issues.

24. To consider law enforcement practice issues with reference to the results of courts and commercial courts decisions on invalidation of non-regulatory acts, decisions and actions (inaction) of the Main Legal Department and its officials quarterly in the Main Legal Department in order to develop and take measures to prevent and eliminate the causes of identified violations.

25. To analyze the reports of the Tyumen Region executive bodies prepared following the consideration of law enforcement practice issues with reference to the results of courts and commercial courts decisions on invalidation of non-regulatory acts, decisions and actions (inaction) of the Main Legal Department and its officials, such consideration being carried out by these bodies and their subordinate organizations endowed by federal law with certain state or otherwise public power, and to prepare a consolidated report thereon.

26. To carry out activities against corruption within the limits of their competence and authority.

27. To carry out activities on mobilization training and mobilization as set by the regulatory acts of the Tyumen Region.

28. To approve orders and instructions of the Tyumen Region executive bodies concerning different sectors.

29. To analyze management processes in the interaction of different Tyumen Region executive bodies and to make proposals for their optimization.
